Should presidents be able to change laws with signing statements?

Of course not. The constitution does not provide for the President to make law but rather administer the law. A statement from the President when he signed legislation stating his intents regarding how he will implement the law may be good, but not a statement that changes the law, ignores or modifies it, or in any way legislates.
