What would make a propane tank ice up when it it used?

condensation-- propane gas is very cold when exposed to air- when the tank is used it stirs the gas in the tank up and the outside of the container gets a frost on it . You can test how much gas in a propane tank by pouring warm water on the outside and frost will appear up to the level of the gas on the tank.
